Congressman Clay Higgins, (at left, shown with Rotary President Richard Parker) was the guest speaker at the Jan. 17 meeting of the Jennings Rotary Club. The congressman spoke about current issues, detailed the process on how money is appropriated, along with the process for local governmental bodies to apply for federal grants.
