Imagine that school districts amend uniform policies to address the length of female students’ hair. This imaginary policy now requires all female students to keep their hair at shoulder length or below their ears. Policymakers claim this rule is to keep female students’ appearance within a certain expectation. This poses a problem for women whose religious values or culture call for these women to allow their hair to grow freely. It poses a problem for the female student who has opted for a shorter haircut. None of these students have in reality done anything wrong, but their hair is suddenly an issue.
